Nigeria Police release dedicated email address for whistle-blowing, crime reporting

The release of the address, policemonitor@npf.gov.ng, came few weeks after Mr. Abubakar made his telephone number (08059666666) public, although some people who tried to reach him said the number had consistently failed to connect.In a statement, Force Public Relations Officer, Frank Mba, said the new address is part of efforts by the leadership of the Force “to promote access to justice, transparency and accountability in matters relating to policing and general crime fighting”.He assured users of the e-mail that information provided through the medium would be treated with almost confidentially and the anonymity of their providers respected.Mr. Mba said the address should be used only under the following circumstances.- When providing information on the activities of criminal groups, terror gangs or other forms of organized crimes such as armed robbery, kidnapping, human trafficking, advanced fee fraud, arms trafficking etc.- To report cases of breach of public peace or imminent breach of public peace.- When providing information relating to ongoing criminal investigations by the Police and other law enforcement agencies,also when reporting the conduct of Police personnel or the conduct of personnel of other law enforcement agents involved in corrupt and other forms of unlawful acts.- In commending members of the Force for acts of gallantry or other forms of exemplary or exceptional conduct displayed in the course of their duties,- In reporting cases or incidents of electoral offences or other matters related thereto advising or commenting on matters relating to national security especially when such matters have direct bearing with the activities of the Nigeria Police.” The statement urged potential users of the email to ensure the integrity of their information and make conscious efforts to avoid providing false, malicious or deliberately misleading information to the Force.It also warned users to be ”guided by the higher virtue of patriotism, selflessness and ultimate service to the community, taking steps to ensure that they act in good faith at all times.Mr. Mba warned “that established cases of deliberate falsehood or intentional misrepresentation of facts may attract reprimand and in extreme cases, outright prosecution in courts of law.”“It is the belief of the IGP that the effective use of the new email address will help in checkmating excesses of law enforcement personnel, encourage free flow of information between the public and police managers, and ultimately promote efficiency and better service delivery,” he added.The statement urged the public to take advantage of the new communication channel in exposing the ills of the society and partnering with the Police to tackle them.

War of the First Ladies: Patience Jonathan sets for foundation laying on land revoked from Turai Yar’dua

Nigeria’s First Lady, Patience Jonathan, will this week host wives of other African leaders in Abuja during which a foundation laying ceremony would be performed on a land in central Abuja that has become a subject of deep acrimony between her and her predecessor.The contentious land, allocated to Mrs. Yar’Adua’s Women and Youth Empowerment Foundation (WAYEF) in February 2010, was revoked by the Minister of the Federal Capital Territory, Bala Mohammed, in November 2011 and immediately reallocated to Mrs. Jonathan-led African First Ladies’ Peace Mission after President Umaru Yar'Adua died and his wife slipped into political irrelevance. Mr Mohammed said he revocated the allocation in overriding public interest with Mrs Jonathan saying she wants to build the secretariat of the First Ladies Peace Mission on the land.On November 23, 2011, Mrs. Yar’Adua’s WAYEF sued the FCT minister, his ministry and the Attorney General of the Federation challenging the revocation.On March 5, 2012 , Justice Peter Affen of the Abuja High Court granted an injunction restraining the Minister or any other person from affecting the title or interest of WAYEF over the plot of land pending the determination of the case.But in spite of the ongoing litigation and petitions to the police by Mrs. Yar’dua, Mrs Jonathan is now set to effectively take possession of the land.To that effect, Mrs Jonathan has approached the court, through the Federal Ministry of Justice, asking it to discharge the restraining order on the land or make an order of stay of execution of the interlocutory injunction it earlier granted Mrs. Yar’Adua’s NGO.In an affidavit in support of the motion, Mrs Jonathan, through Ballah Ali, a litigation officer in the office of the Attorney General of the Federation, informed the court that she would be hosting African first ladies from 24th to 27th July and that a foundation laying ceremony would be performed on the land during the period.“The image of Nigeria may be adversely affected in the community of Nations if this injunction is not vacated and the foundation ceremony is truncated,” the affidavit said.Mr. Ali said the land in question was first allocated to First Ladies Peace Initiative when Mrs. Yar’Adua was its president but that she converted it to the use of her personal NGO.He said on learning of the previous allocation, Mrs Jonathan reached out to Mrs Yar’Adua “who conceded to a revocation as the Minister of the FCT was prepared to give her another allocation.“Subsequently, the first lady’s attention was drawn to the injunction obtained by the plaintiff after she was made to believe that the matter had been resolved.”But Mrs Yar’Adua’s NGO is insisting that it remains the current and bonafide owner of the land and that the minister has no power to retrospectively revoke a right of occupancy.Its lawyers claimed that WAYEF obtained the requisite approvals, and paid the statutory N184million to the Abuja Geographic Information System (AGIS) for the right of occupancy.It is also contending that “a purported notice of revocation of a right of occupancy on alleged public interest must disclose the fact and nature of the alleged overriding public interest in order to be valid.”The court will rule on the Attorney General’s application for a vacation of the restraining order on Tuesday.

Iraq bombs kill 25 people as Muslims celebrate Ramadan






Baghdad (CNN) -- Bombs in Shiite areas of Iraq claimed the lives of 25 people Sunday, the second day of the Muslim holy month Ramadan. An Iraqi soldier and a policeman also died in separate incidents.
The violence started in the morning, when a car bomb exploded outside a popular restaurant in the central city of Najaf, about 100 miles south of Baghdad, an official with Iraq's Interior Ministry said. Five people were killed and 14 others were wounded.A wave of deadly attacks in Iraq
Just before sunset, when Muslims break their daily Ramadan fast, three roadside bombs exploded within a few minutes of each other at the crowded al-Tameem market in a predominantly Shiite area in Baghdad's southern outskirts, police officials in the capital said. Fifteen people were killed and 60 others wounded, police said.
Later in the evening, five people were killed and 25 wounded when a car bomb exploded in another market, this time in Mahmoudiya, a predominantly Shiite area about 19 miles south of the capital, police in Baghdad said.
Separately, a sniper killed an Iraqi soldier in Falluja on Sunday afternoon as he stood near his patrol, local police officials said. Falluja is in Anbar province, just west of Baghdad.
A car bomb exploded near a police patrol in the northern Iraqi city of Mosul in the evening, killing a policeman and wounding 16 others, including three officers, a police official in the city said. The city is predominantly Sunni.
While the violence in Iraq has dropped since the peak of sectarian strife between 2005 and 2007, Iraqi residents continue to express concerns over the stability of the country and the efficacy of its security forces.
Bombings over three consecutive days earlier this month left 52 people dead. In June, at least 240 people were killed in militant attacks in Iraq, according to CNN estimates.
The recent carnage coincides with an emerging political crisis in the war-torn Middle Eastern nation, which faces an increasingly fractious legislature as Iraq's Shiite, Sunni and Kurdish political blocs increasingly seem at odds.
Shiite Prime Minister Nuri al-Maliki has struggled to forge a lasting power-sharing agreement and has yet to fill key Cabinet positions, including the ministers of defense, interior and national security, while his backers have also shown signs of wobbling support.

KATHERINE JACKSON REPORTED MISSING BY NEPHEW

Authorities received reports from a family member that Katherine Jackson went missing late Saturday night.
According to 3m360, a nephew of Katherine's filed a missing person's report with the Los Angeles County Sheriff's Department after her grandchildren could not reach her for over a week.
While her son Jermaine Jackson tweeted earlier this week that Katherine was resting in Arizona per doctor's orders, her granddaughter Paris Jackson joined the search Saturday and tweeted, "yes, my grandmother is missing. i haven't spoken with her in a week i want her home now."
Within a few hours, the L.A. County Sheriff's Department issued a release that said: "Katherine Jackson is reportedly with family members. Late Saturday night, a different family member reported that he was unable to speak with her and is concerned for her well being. Deputies are continuing to make efforts to reach her and ask that she contact the Malibu / Lost Hills Sheriff’s Station of the Los Angeles County Sheriff’s Department."
The Jackson family has already been making headlines as of late in a family feud over the late King of Pop Michael's will.

Swizz Beatz must have thought he has cunningly exonerated himself from the ongoing mega upload legal saga after denying ownership even though his name was listed as the company’ owner…

When file-sharing website Megaupload was shuttered for rampant piracy in January, the company’s presumed CEO Swizz Beatz appeared to be cleared of responsibility because his role was loose and unfinalized. Now, the federalgovernment is claiming that Swizzy, real name Kasseem Dean, was in fact involved with the company and they are specifically using his involvement in an attempt to try the case in the United States.
Swizz was listed on the site as CEO when it was taken down and had been vocal about his role and support prior the bust. Afterwards, though, his lawyer claimed that his involvement was more of an endorsement and that Dean had no real role in running daily operations of the service.
That appears untrue. According to U.S. attorney Neil MacBridge, Swizz represented Megaupload in front of the United States Trade Representative in December 2011, which indicates he was officially involved and gives the opportunity for the federal government to try a case against the maligned site within the country.

Shooting suspect James Holmes' Apartment 'Designed To Kill'



Authorities held a press conference Saturday (July 21) afternoon to offer updates in the investigation of the shooting deaths of the 12 at a movie theater in Aurora, Colorado early Friday morning.
Aurora's police chief Daniel Oates shared his anger with members of the media during a press conference to address the situation in and around the apartment of shooting suspect James Holmes. He wanted to make clear to all those present that he felt that the series of devices rigged to explode as someone entered Holmes' apartment was meant to kill or injure first responders.
"This apartment was designed to kill whoever entered it," Oates said. "Make no mistake about it."
The chief has stayed mostly silent about the details of their investigation, hoping to preserve a solid prosecution against Holmes, but he spoke candidly about his anger in this regard.
Taking questions from the members of the media present at the conference, Oates suggested that when Holmes' prosecution did come to pass that it would be on the state level, putting any rumor to rest that it would be a federal prosecution.
The police chief also added that he believed that the major threats have been eliminated from the apartment and that any danger had been "significantly reduced."

Hours earlier, police had announced that the first two phases of disarming Holmes' booby-trapped apartment were complete. Holmes had rigged three different kinds of devices to explode as first responders entered hisapartment. After experts disarmed the first two devices, they planned to move onto the final threat, hoping to clear the apartment by the end of Saturday.
Representative from the local fire department also took the microphone to thank the Aurora fire department and paramedics for their ongoing efforts to keep the town save in the hours and days after the tragedy.
